The Defense Manufacturing Assistance Program (DMAP) is a part of the University of Michigan’s Economic Growth Institute . The DMAP can co-fund projects with consultants to address critical gaps with a Client. The following chart describes the payment process for services rendered by a Consultant to the Client.

Note: For Company Clients, there is requirement for matching funds by the Company Client. For Community Clients, DMAP funds the whole project, although confirmations about project progress are still required by DMAP to process consultant invoices.

DMAP Invoicing Process

DMAP Invoice Preparation Checklist

  • For both Company and Community Clients, the invoice(s) includes date, contract number specified by DMAP (####-##) the account name and address (obtained from your DMAP contact).
  • For Company project invoices, DMAP invoice requires a different invoice number from Firm’s invoice.
  • For Company projects, the invoice (if sent after receipt of payment from Firm) includes two required details: a) Receipt of payment from Firm, b) Signature of account manager.
  • Total amount due shown on the invoice(s) should only be DMAP’s share.

Questions to be confirmed by Consultant (for Companies only)

Two questions consultants must confirm with submission of each invoice are:  

  1. Have you received X% (determined cost share ratio) of quoted total payment from client for services corresponding to your invoice for client dated ________, Yes or No?
  2. It is true that the person signing this statement (consultant) acknowledges that false, fictitious, or fraudulent statements or representations are punishable by fine and/or imprisonment as provided under federal law at 19 U.S.C. 2349 and 18 U.S.C. 1001(a), Yes or No?

Questions to be confirmed by Company Clients

Three questions company clients must confirm with submission of each invoice are:

  1. Is the current project (client’s project name with contract number) with consultant proceeding in a satisfactory manner, Yes or No?
  2. Have you (client) paid the consultant’s bill dated _______ in the amount of $_______ for services provided, Yes or No?
  3. It is true that the person signing this statement (client) acknowledges that false, fictitious, or fraudulent statements or representations are punishable by fine and/or imprisonment as provided under Federal law at 19 U.S.C. 2349 and 18 U.S.C. 1001(a), Yes or No?

Questions to be confirmed by Community Clients

  1. Is the current project (client’s project name with contract number) with consultant proceeding in a satisfactory manner, Yes or No?
  2. Is it true that the person signing this statement (client) (and returning this email) acknowledges that false, fictitious, or fraudulent statements or representations are punishable by fine and or imprisonment as provided by Federal Law at 19 U.S.C. 2349 and 18 U.S.C. 1001(a)?, Yes/No?

Note: For final invoices, DMAP sends a separate project close 0ut payment confirmation email to both the client and the consultant. This is followed by an exit interview with both the client and the consultant.
